Under the auspices of the Ministry of Public Administration (MOPA) , The EU Commission and the National School of Public Administration (DSJU) a one day high level conference on Public Administration Reform- Perspectives and Challenges was held in Zagreb. DACS shared experiences on how central government in The Netherlands is rationalising its business operations and quality performance (HRM /digitalisation/ real estate and facility management) by joined-up governance. It was stressed that the overall trend in the Netherlands shows a steady decline of FTE’s. This is combined with internal mobility and recruitment of necessary new talent with relevant competencies and skills. It was also stressed that reforming is an on-going, sometimes tedious process of visioning, dialogue and flexibility between partners involved.
